Leon Panetta a lot of wiggle room over the years as he slowly revealed that he isn't into Monterey County politics for the greater good. Leon is into MoCo for the benefit of a select few and those interests reach DC and, unfortunately, beyond.

Dennis Donohue was so corrupt in elected office that he navigated Hector Campos and Sal Jimenez right into Banker's Casino in the mid 2000's. Donohue had the #taxpayers subsidize the purchase by arranging the @CityofSalinas to buy near worthless dirt on Division St for $$$$

Donohue and Dave Mora (CM) made sure Banker's Casino received Cap's Saloon's card room license. (Cap's was involved in the Salinas Valley Heroin Network which saw Marion Lopez sent to prison). @chief_filice long ago predecessor Dan Ortega was so opposed but weak he quit.

Caballero, often with the "brothers Rivas" by her side, abused her role as Mayor and was deeply involved in many criminal corruption acts.
