About 80% (or over 300) local authorities have declared a "climate emergency" yet only a few have a clear plan on how to get there.

But that is changing.

Dec 2021: Only 15 councils had a LAEP completed or in the works.

Jul 2022: Increase to 43 councils in just 6 months.

Whole system thinking looks at all combinations & interactions between: a top-down technology focused & bottom-up behaviour focused approaches.

Key findings:

1⃣ Unlike 80% target, Net Zero narrows the set of decarbonisation pathways & leaves little slack for fossil fuels.
2⃣ Net Zero success depends on support for innovation & scale. A techno-focused path will need:

✅Bioenergy with Carbon Capture & Storage to offset emissions

✅Electricity may need to double - wind power & advanced nuclear are key

✅Hydrogen at levels of today’s electricity.
