This thread shows the context of the UK's nose-dive into #netzero and its hosting of the UNFCCC COP meeting next year.
Shortly after the COP talks in Bonn, it was revealed that Germany's climate targets were going to be missed, and the political momentum behind the Energiewende had stalled, with businesses and consumers facing rising costs, and now the country is facing green recession.
The Paris talks produced a fudge 'agreement' when the French govt used its diplomatic strength to forge a deal, so it could be the one that saved the climate.

Every weekend for 9 months, French citizens have taken to the streets to express their dissatisfaction with the govt.

[1/10] Ministers must strengthen policy on adaptation & put resources in place to drive action to prepare for climate impacts in #England. Our report finds that support services/funding have been eroded over past 10yrs & latest National Adaptation Programme is not strong enough.
[2/10] There are many examples of dedicated officials+organisations doing great work to try to build resilience to #climate impacts. But a better, strategic national framework to underpin and drive action on the ground is needed. Piecemeal action does not match the scale of risk.

She claims the £trillion #netzero 2050 target is not enough - it should be more than 100% & sooner & therefore more expensive. & she wants us to stay in the EU, the rules of which prevent lower rates of VAT.

How does she think net zero will be paid for? Not too bright, is she.
Caroline Lucas says we should be on a 'war footing' - our response to climate change should be like WWII.

At the start of WWII, Purchase Tax (VAT) was increased to 33 1/3%. It was doubled in 1942, and then increased to 100% in 1943.

"War footing" means expense.
Greens just don't get basic economics. Lucas also demands more public transport, and that it should be cheaper. But public transport is very expensive - especially trains, which are already subsidised.

It is not only feasible that the costs of #netZero will exceed the amounts stated by Stern, Turner, Gummer, and the CCC.

Give me an example in which *ANY* government body has accurately estimated costs of a *favoured* policy. HS2? Crossrail?

Even if they are *right*, it could mean that the next three decades are characterised by economic stagnation.

That's assuming no external or internal economic shocks, such as another global recession. That would plunge the UK into depression.

3. Dangerous chat about proroguing Parliament aside, we still live in a democracy (!) so the Government (the Executive) can't just pass laws without the consent of Parliament (the Legislature), so this secondary instrument must also pass...

1. Carrots and sticks: Legal targets cut through ROI & get #retrofit to top of agenda. The #CleanGrowthStrategy targets are already driving investment amongst our public and private sector clients and action will accelerate once the standards, and their enforcement, are clarified
2. Sell the sofa not the finance: Of the carrots, our research amongst home-owners shows there is appetite for good-value #retrofit finance to overcome upfront costs, but the rest of the offer has to appeal first. Again, multiple levers are needed.

A big scary number - in the case, a trillion-pound claimed pricetag for UK #netzero - leaked to media without any calculations given and with no context. Credibility zero, as everyone knows economic model outputs are only as good as the assumptions and inputs... so what are they?
Break the figure down - and assuming that the figure is expressed in constant 2019 numbers, but who knows? - that's about £30bn per year. Which doesn't sound quite so scary even if it's correct, with UK GDP around £2.5 trillion per year

Chris Stark, @theCCCuk, says this is a 'crunch moment' for the CCC, thanks to renewed interest in climate change and #NetZero emissions, ahead of the Committee's forthcoming advice to Government on the UK's long-term #climatechange targets, due out on 2 May 2019 #UKClimateAction
Chris takes us back to 2008, and the CCC's initial advice to Government which was commensurate with keeping global temps to below 2degsC - an 80% reduction in emissions below 1990 levels - which Parliament agreed. But 'a great deal has changed' since then he adds #UKClimateAction
"We have to stop burning fossil fuels or start sequestering carbon, or both," says @ChiefExecCCC, and we "are now on the clock". If not, "we risk locking in a set of emissions that will not be easily unwound. The impacts are now really upon us," he adds #TowardsNetZero

THREAD| Draft of the #Climate Change Act, presented by (@bmu) this week: The proposal is a framework law, featuring elements from international acts, e.g. from UK (@theCCCuk). In contrast to the German Climate Action Plan 2050, it will be legally binding. #Klimaschutzgesetz
2| The framework law includes emission reduction targets, defines CO2 budgets for each sector, and clarifies responsibilities, as well as review, transparency & sanctioning mechanisms. Implementation measures for each sector will be detailled in 2030 programmes, due in Mar 2019.
3| Progress will be supported by an independent advisory group of 7 experts. Focus is on reaching the 2030 CO2 reduction targets, but the draft works towards at least 95% reduction by 2050. The remaining 5% to reach #netzero could be reached through compensation policies.

Forestation – whether it’s replacing lost trees or creating new forests, this technique means more trees. Better management could remove as much as 12 gigatonnes of carbon dioxide per year.
Habitat restoration – 80% of the UK’s wetlands, peatlands & coastal habitats are considered to be in poor condition. Restoring these could prevent previously trapped carbon from escaping, & store up to 18 tonnes of carbon dioxide per hectare per year royalsociety.org/topics-policy/…
