1/ Uzbekistan govt-appointed commission on bloodshed in Karakalpakstan - least 14 civilians & 4 security forces died - has started work. @hrw is concerned it will not lead to those responsible for deaths being prosecuted & full accountability. A thread
2/ Commission is led by human rights ombudswoman, includes many senators, NGO representatives & experts, others from Karakalpakstan. It is important that NGOs are included, but this alone does not mean it will be able to act independently of govt control. It won’t.
3/ The ombudswoman has important role but her office is not independent of govt. The Global Alliance of National Human Rights Institutions (GANHRI) that accredits these bodies rates it level B, meaning it only partially follows principles of independence ganhri.org/wp-content/upl…
4/ GANHRI report says Uzbek ombudswoman's office in past has not independently investigated some rights violations eg torture, sexual violence & poor prison conditions, and office holder is not appointed in independent manner
5/Also according to the UN, Uzbek authorities have consistent history of failing to investigate alleged abuses by security forces, including deaths & torture hrw.org/news/2020/04/0…
6/ Uzbekistan should ensure full independence of the commission by inviting independent international experts to join the investigation. This would show that president Mirziyoyev is really determined to uncover what happened & bring accountability hrw.org/news/2022/07/0…
7/ Other vital steps are ensuring full resumption of internet access, ending intimidation by authorities of witnesses to the events & allowing access to Karakalpakstan for UN & other international human rights monitors.
