I'm not quite sure what 'subsidising' means here, I think that the landlord is subsidising their tenants because they don't make a clear profit? The tenant in this case will still pay the bulk of the mortgage and take ownership of a very valuable asset.
In commercial property rentals a business in situ has a right to remain even if the property is sold, however it is 'unconstitutional' for families and children to have the same right? If landlords wish to be treated professionally shouldn't they have professional obligations?

In other countries you would you progressively taxed for this until you rent or sell.
This might be harsh but is the only thing preventing this person being the later that they weren't allowed to. Certainly room in RPZs to stop new entrants setting massive rents.
Sometimes investments cost money and the payback is in the long term, something understood in most industry.
Some landlords seem to be unaware they will outright own a hugely valuable asset, paid for by tenants rent.
