#BREAKING A leaked report on the remarks made by Iran's chief negotiator @Bagheri_Kani in a closed-door briefing, obtained by @IranIntl_En, provides more details about some of the concessions Bagheri claims his negotiating team has received from the US in #ViennaTalks.
@Bagheri_Kani 1- Issue of removing IRGC from FTO list will be discussed in talks that will follow revival of JCPOA, but the US guarantees its sanctions against IRGC wouldn't affect other sectors & firms: e.g. US won't sanction a petrochemical company because of doing business with IRGC;
@Bagheri_Kani 2- The US guarantees that its domestic laws like CAATSA and Patriot Act wouldn't impact implementation of its obligations under JCPOA;
3- The amount of natural uranium Iran receives from Russia must be double the amount of yellow-cake it exports;
@Bagheri_Kani 4- In addition to annulment of three Trump Executive Orders related to the US withdrawal from the JCPOA, Iran has received concessions from US on two of his other EOs which deal with sanctions on public institutions like Bonyad, Astan Quds & IKRF as well as arms embargo;
@Bagheri_Kani 4.1- Bagheri says Iran has not given any concessions/commitments in return for annulment of these Executive Orders;
5- The new text includes Paragraph 26 of JCPOA which allows Iran to "once again" stop fulfilling its commitments in case of other party's breach of deal;
6- Upon Russia's proposal, the new deal "notes the firm commitment of US President (not Biden) for returning to JCPOA compliance as long as Iran stays committed. Bagheri says this means the US president guarantees JCPOA implementation (though not binding neither for Iran or US);
7- The snapback mechanism can only be triggered based on an IAEA report. If one country triggers the mechanism unilaterally, other parties commit not to cooperate with it, and compensate the Iranian side;
8- The US guarantees all the companies working in Iran until end of Biden’s tenure will remain exempted from US sanctions for 2.5 years after the US withdrawal: e.g. if a Republican president leaves JCPOA on first day in office, companies remain exempted for 2.5 years afterwards;
9- The US Secretary of State will publish a letter announcing Washington's participation in JCPOA.
10- In Doha talks, US and EU accepted Iran's demand that the issue of IAEA probes be linked to JCPOA talks. Now IAEA BoG is expected to end the probe upon Grossi's report.
10.1- @Bagheri_Kani says he’s heard from EU's @enriquemora_ that Russia's @Amb_Ulyanov had, in his talks with EU, expressed objection to closure of IAEA's Iran probe. But Bagheri says Mora was lying because Ulyanov always supported Iran's demand in his talks with Iranian team;
11- Iran will free all US prisoners once the $7 billion worth of its assets frozen in South Korea are released. Bagheri says Iran and US had earlier agreed on this but the US reneged on its promise, assuming the money will give Iran financial breathing room to raise new demands;
According to Bagheri, Iran has refused to accept these demands in #ViennaTalks:
1- Including missile issues in the talks (which was dropped during Araqchi's tenure);
2- Including regional issues in Vienna talks, which was still being demanded by the other side;
3- Issue of nuclear breakout which they insisted it should be made clear how far Iran is from that point;
4- Destruction of Iran's centrifuges; Other side wanted Iran to destroy its IR-6 centrifuges but finally agreed Iran keeps the 100 machines in a warehouse under IAEA's watch;
5- A promise by US & Iran foreign ministry spokespersons that Iran & US will no more seek to kill citizens of each other; while Soleimani's name was not going to be mentioned, putting an end to efforts to avenge his death was the key point of promise; Iran didn't accept it.
Bagheri says the Raisi admin did not discourage IRGC from taking measures that could undermine #ViennaTalks. For instance in the case of launching Khayyam satellite, "we told them not to delay the launch because of negotiations on revival of JCPOA.
Bagheri says Iran's "smart initiatives" including the retaliatory actions taken following the IAEA BoG resolution or the recent US sanctions as well as Iran's disregard for 11 deadlines set by the other side (including one by Malley), bore fruits for the country in #ViennaTalks.
"Unlike what the Rouhani admin used to do, we strongly believed details of negotiations should not be shared with the public. The issue of delisting IRGC resulted in a deadlock in talks once it was publicized by Israeli media. That put pressure on US," Bagheri reportedly said.
The length and breadth of points mentioned by Iran’s chief negotiator show a multitude of concessions by the United States, but it does not include references to what Iran has agreed to do, to return to compliance with 2015 nuclear deal, the JCPOA.

#BREAKING In a Thursday phone call with Iran FM @Amirabdolahian , EU Foreign Policy Chief @JosepBorrellF said #ViennaTalks are in a critical point, & now Iran & US must show more flexibility in exchange of messages & try to overcome the time limit, according to @IRIMFA's account.
@Amirabdolahian @JosepBorrellF @IRIMFA Borrell has said economic guarantees are important to Iran, and EU supports realization of Iran’s demand for guarantee.
“You Iranians are tough & competent negotiators,” @IRIMFA has quoted Borrell as saying.

#ViennaTalks
@Amirabdolahian @JosepBorrellF @IRIMFA Iran FM, in turn, said “the US’ move to make new requests is not logically justifiable and contradicts its desire for reaching a deal as soon as possible.”
He said effective lifting of bans shouldn’t be influenced by US excessive demands.

Thread: Iran's Foreign Minister @Amirabdolahian, who arrived in Doha on Monday evening after a visit to Muscat, told @AJArabic that "at this stage of #ViennaTalks Iran demands removal of JCPOA sanctions, but later on, we will definitely consider the lifting of all sanctions."
@Amirabdolahian @AJArabic Iran FM: Other parties to #ViennaTalks believe Iran shouldn't demand removal of all sanctions imposed by Trump after leaving JCPOA & rather want us to demand lifting of bans damaging JCPOA. That's a complication of talks. We blame it on lack of US serious will to reach good deal
@Amirabdolahian @AJArabic Iran FM on what's meant by guarantee:
1. No new bans are imposed
2. Lifted bans aren't reinstated on other pretexts like a law passed by Congress
3. Snapback is an issue, as it lets other parties to stop living up to commitments whenever they like with just a political decision
