Chelsea hope a deal is done before they host Leicester on August 27, not so much because they want Fofana for the fixture. Game itself doesn't really alter anything even though it's a nice subplot. It's to give them time to look elsewhere in the market if they don't succeed.
Chelsea remain confident a deal will be finally agreed. The reason for this is because there has been more meaningful dialogue, whereas the first two bids were essentially dismissed out of hand.

Leicester are now prepared to sell Wesley Fofana. The club stance has softened after a series of meetings between Brendan Rodgers and Fofana. Chelsea’s third offer not expected to be £85m. There’s a real feeling a bid shy of £80m with a preferable structure could be accepted.
Leicester are tough negotiators but they want time, should they sell, to reinforce. That’s why the structure is important. #LCFC will also want a big chunk upfront.
Leicester sources have always said it will take a world-record fee for a defender, but still told #CFC trying for under £80m first. Chelsea also want a verbal agreement from direct talks rather than making ‘blind’ formal offers. This speeds up negotiation.
Wesley Fofana and Brendan Rodgers held multiple meetings this week. Fofana again reiterated his desire to leave. As per @TheAthleticUK he is not expected to play against Southampton. Fofana asked not to be involved.
Rodgers said in his pre-match press conference he would omit players who are not in the right mindset. No third bid has yet been formally tabled by #CFC.
Told Fofana's omission is not part of any formal 'transfer protocol' just yet. In other words, his likely omission is down to player desire not pending- or post- agreement process. But it's clearly good news for Chelsea.
LaLiga have lost three legal cases challenging Kylian Mbappe's PSG's contract renewal. LaLiga argue LFP shouldn't allow it to stand. Petitions against the French league to the Minister of Sport, the DNCG (regulating body) and a Paris-based commercial court have been dismissed.
One more case, heard early next year, is still outstanding. It argues FFP rules should be applied directly to the LFP (and by implication all other domestic European leagues).
LaLiga want Mbappe’s contract annulled. But it's a tough argument since LaLiga aren't privy to the actual financials surrounding the new deal or the net worth/loss of Mbappe with all income streams considered. PSG under no obligation to share, but prepared to if things progress.
PSG haven’t given up on Milan Skriniar. Club hope Inter soften on their €70m asking price now the window closing is close. Skriniar has agreed personal terms already. PSG have ended their interest in Wesley Fofana (for this window) but if he isn’t sold to #CFC will revisit.
