My broader argument was that accurate analysis of the war needs to take seriously 2 things not taken seriously by great power politics realist analysis: 1) dynamics of domestic politics in 🇷🇺 & 🇺🇦, especially identity politics, and b) Ukrainian agency. 2/21
JM claim that NATO expansion provoked🇷🇺 2 invade 🇺🇦 & that Putin has no intent 2 destroy 🇺🇦 sovereign statehood is wrong. As theoretical approach it denies agency even 2🇷🇺 (it had no choice but 2 lash out, while NATO did), while 🇺🇦 is but a pawn of great powers. Also 3/21
the arg is contradicted by evidence. NATO’s open door policy reflected sovereignty norm giving any state right 2 seek any alliance, but in practice 🇺🇦 membership was never realistic possibility. 🇫🇷 & 🇩🇪 were not going 2 allow it, Orban could reliably veto it & after R annexed 4/
Crimea 🇺🇦 NATO prospect was even less likely as 🇺🇦 had territorial dispute. Putin of course new all this & yet he invaded. Further, 5/21
if NATO on 🇷🇺’s borders is “existential threat,” why barely murmur from 🇷🇺 when 🇫🇮& 🇸🇪 impending membership brought NATO – & all its weapons-so-threatening-2-🇷🇺 dramatically closer? Why withdraw troops from 🇫🇮border rather than go ballistic facing now-so-much-greater threat? 6/21

Further evidence that Putin’s beef w/🇺🇦 is not just abt NATO. His demands on 🇺🇦 long went much deeper than foreign policy alliances. He objected & tried 2 dictate on all matters of purely domestic politics, from decentralization, 2 lang, education, historical memory & more. 9/21
Great power politics analysis gets causes of invasion wrong & also offers poor (& dangerous) policy recommendations. Insistence by “realists” that giving Putin “off ramp” & placating him w/territorial concessions is way 2 lasting peace is both deeply immoral & based on fantasy 10
Far from “saving lives,” this recommendation endorses abandoning millions of 🇺🇦ns 2 genocidal policies of 🇷🇺occupation. Horrors of #Bucha & #Izium repeat daily on every inch of occupied territory. Those advocating such “peacemaking” r endorsing war crimes. Yes, you do. 11/21

Poles, Czechs, Balts & others drew lessons from their history with 🇷🇺 & Soviet imperialism & sought safety under NATO umbrella. 🇺🇦had only minority (~25%) supporting NATO membership before 2014, but there was a sea change of opinion since as a direct result of 🇷🇺 aggression. 19/

In late 1980s-early 1990s in the Baltic states push for indepdence from USSR was supported by some "good" russians (who supported Baltic popular fronts) and opposed by other russians (who supported pro-USSR "Interfronts"). 2/
Once 🇪🇪 🇱🇻 🇱🇹 gained independence they instituted citizenship laws that excluded from citizenship many local russians. Who - together with russian liberals in Moscow - became very upset at this "unjust" policy. 3/
If 🇺🇦 consults with 🇺🇸/NATO on use of long-range weapons, hit on Crimean air base has another implication: the west is not buying 🇷🇺 bs that Crimea is 🇷🇺 proper. It's not. It's illegally annexed territory, "referendum" & formalization of annexation notwithstanding. And so...1/

When applying for tourist visa there’s presumption of intent to immigrate & applicant needs to prove they don’t have this intent. There can be (quite reasonable) presumption that 🇷🇺 visa applicants are pro-war/Putin & requirent to rebut this presumption to get EU visa. Then 1/
Those Russians in the EU who display war symbols & harass 🇺🇦 refugees should be promptly deported for violating visa issuing conditions. This is not discrimination for “political opinion” but protection from re-victimization of already victimized 🇺🇦 refugees. 2/

This utterly bizzare Victory Day performance from Russia reminded me of something we had in high school in late Sovier era - agitbrigada (agitation, or propaganda brigade). A short 🧵
Agitbrigade's purpose was to put on a musical theater performance in school auditorium for - yes, you guessed it - Victory day. Must have been 1985 (40 yrs anniversary). Spots in agitbrigada were highly thought. But not due to high degree of patriotism. 2/
Agitbrigada participants got to skip classes for rehearsals. How cool was that. But not just anyone could join. Some musical talent was required. Ouch for me - zero singing skills but I wanted in. 3/
How do I say it clearly. Putin already believes the west is out to get him and always was. This was the thrust of his crazy pre-invasion speech. Many ppl in 🇷🇺 believe this too - that they are not fighting war against 🇺🇦 but war to defend Russia. Crazy but true. 1/
2/ so what Lindsay Graham said, “undiplomatic” as it is, doesn’t change much. Putin said - read his speech - that even western advisors on anticorruption reforms were proof that US is masterminding against 🇷🇺 and it was just a matter of time before it struck 🇷🇺 by way of 🇺🇦
3/ War made no sense, U🇺🇦 was not going to attack 🇷🇺 or Donbas, NATO was not going to attack 🇷🇺, NATO was not going yo admit 🇺🇦 and yet he started this crazy war.
