Xi was absent in the seminar on National Defence and Military Reform held in #Beijing on September 21 after he made a hasty return from SCO meeting.
His absence has only two explanations. Either the physical condition is extremely bad, or he is no longer in the leadership position of the chairman of the #China Military Commission.
Li Qiaoming attended the seminar in Xi's absence sitting in the middle of the left group in the first row under the stage, next to #China Army Commander Liu Zhenli, which is the focus of the camera.
