Tomorrow @CleCityCouncil will hold a caucus meeting at noon. The agenda does not list discussion items. The meeting will NOT be live-streamed on YouTube or TV 20. I spent the day doing research to find a loophole to explain council’s lack of transparency. I COULD NOT FIND ONE.
I’m going to share what I learned in the hope that #Cleveland City Council President Blaine Griffin will reconsider this practice. I’m asking @Griff4CLE6 to publish a full agenda & livestream the meeting. I believe there’s been an honest misinterpretation of Ohio’s Sunshine Laws.
This is going to take a while. I’m asking everyone following this🧵to please be polite & refrain from swearing because it’s not going to help. I want to state the obvious upfront. I am NOT an attorney & I don’t play one on 📺. Now that we’ve got that out of the way, here we go…
I spent the entire day researching Cleveland City Council’s rules, news releases & press releases. I read news stories, Ohio’s Sunshine☀️ Laws, as well as old notes & Twitter🐥threads from numerous @cledocumenters. I believe @CleCityCouncil is violating the Open Meetings Act.
The Rules of @CleCityCouncil details procedures for council meeting, standing committees, special meetings & emergency meetings. But it does not address caucus meetings. The word “caucus” isn’t mentioned once in the 20-page document. clevelandcitycouncil.org/sites/default/…
What is a caucus? Here’s how Merriam-Webster defines a caucus:👇
Ballotpedia defines a caucus as “a political party gathering in which party members choose candidates for an election.🗳 ballotpedia.org/Caucus
There was not a caucus meeting in February. But 2 caucus meetings were held in March & they were NOT live-streamed. #CLECityCouncil
Stay Tuned‼️
I will finish this thread🧵 later when I have time. The bottom line is that these @CleCityCouncil caucus meetings appear to be “special meetings” which require disclosure of the meeting’s purpose. #SunshineLaws☀️ #OpenMeetingsAct

A Dept. of Veterans Affairs employee is accused of blindly approving about 8️⃣5️⃣,3️⃣0️⃣0️⃣ #veterans #disability claims — 1️⃣9️⃣ times the national average, & at an 8️⃣4️⃣% error rate. #DisabledVeteransmilitarytimes.com/news/your-mili…
@MilitaryTimes reported: “The errors caused by the federal worker included improper payments to #veterans, violations of regulations that could affect veterans’ benefits & procedural deficiencies, the report found.”
📌 The blind approvals occurred from at least fiscal year 2022 through 2024, when the employee was found to have authorized about 85,300 claims — 19 times the national average, & at an 84% error rate.
📌 “The full magnitude of the incorrectly disbursed payments has not been assessed, with $2.2 million being only a current estimate. The report states that the Veterans Benefit Administration is working to correct the errors by year’s end.” #DisabledVeterans
The Dept. of #Veterans Affairs Office of Inspector General (#OIG) released a 57-page report titled: “Inadequate Oversight Allowed a Senior Benefits Representative to Inaccurately Authorize Thousands of Decisions.” The OIG found that the actions of the senior veterans service representative (VSR) at the #Philadelphia VA Regional Benefit Office resulted in an estimated $2.2 million in improper payments. vaoig.gov/sites/default/… #DisabledVeterans

#1🧵 — #Homelessness in America is at an all-time high. This overview explains the economic systemic root causes, who is affected, & the solutions to end it. #youth #veterans #housing #EndHomelessnessendhomelessness.org/overview/
#2🧵 — 📌 The Reality of #Homelessness
“Homelessness is one of America’s most visible yet least understood challenges. It affects people from all walks of life who struggle due to economic hardship, lack of affordable #housing, or other systemic barriers. The reality is that most people are forced into homelessness by circumstances beyond their control. The solutions lie in systemic changes, not quick fixes.”
📌 Who Experiences Homelessness?
“Anyone can experience homelessness. And while every person faces unique challenges, all people experiencing homelessness are impacted by systemic issues like the lack of affordable housing & inadequate incomes.” #AffordableHousing #EndHomelessness
#3🧵 — 📌 The Importance of Income Support
“Closing the gap between #income & #housing costs is critical. By increasing income opportunities & public benefits, we can help prevent #homelessness.”
📌 The Need for #Healthcare
“When people can’t afford or access the #health services they need, it can worsen both health issues & financial hardships, both of which can contribute to a loss of housing. Ensuring access to quality, affordable healthcare is critical for keeping people in their housing, & stabilizing people who are homeless.”
📌 The evidence is clear: the most effective way to rehouse people is to offer immediate access to permanent housing without preconditions, combined with supportive services to help them address needs, like #employment, healthcare, or drug treatment.
📌 Emergency Shelters & Temporary Housing
“While temporary shelters offer immediate relief for people in a housing #crisis, they are not designed to be a long-term solution. All communities must balance their needs to expand #emergency shelter for everyone who needs it, while also exiting people to permanent housing so that shelter beds are available for the next person who needs them.” #veterans #HousingFirst #EndHomelessness
These are highlights from a July 2025 report from the Government Accounting Office (#GAO) about timely #military discharge upgrade decisions.
MILITARY DISCHARGE: Actions Needed to Help Ensure Consistent & Timely Upgrade Decisions
📌GAO Found Service members separated from the military without an honorable discharge can apply to a post-separation review board for a possible discharge upgrade due to a potential error or injustice in the process.
📌In 2014 & 2017, the Department of #Defense (DOD) directed these boards to give “liberal consideration” to applications from veterans with a qualifying mental health condition, such as post-traumatic stress disorder or an experience of sexual #harassment or sexual assault connected to their service.
📌 DODs’ post-separation review boards have implemented liberal consideration &, from January 2018 through March 2024, applied it to more than 21,000 discharge upgrade cases. The rates of discharge upgrades granted ranged from 18 to 49% among the boards. gao.gov/assets/gao-25-… #veterans #PTSD #MST #MilitarySexualTrauma #BadPaper
In July 2025, the Government Accounting Office (#GAO) published a 95-page report about timely #military discharge upgrade decisions. It included 9️⃣ recommendations. Here’s the link.👇
