This duality of income values - low in vnam, high in the west is a ROOT CAUSE of migration, sometimes to horrific effect.

Because the US Dollar is dominant in the world of finance, and US controls the dollar, the US can play currency games against any country that doesn't play by US rules - in effect bypassing the UN entirely.
