I owed my son some money. He was going to use it to make a donation online, and he needed me to put in my credit card info. so I would be the one paying for it.

He fills in the amount and clicks "donate". The options for the payment method are: PayPal, Visa, etc. So he clicks on "Visa".

A new window comes up, w/ "pay by credit or debit card" at the top, & I fill in the cc info.
At the bottom, in place of a "confirm payment" or similar button, it says "register for account." We both think this means we're registering for an acct with the donation platform.

...And that is the only option available to complete the payment. So I do that, and the payment goes through.

Well guess what? I've now registered for "PayPal One Touch"! And after spending an hour or so yesterday to make sure that ALL of my PayPal accounts were closed... I now have a new one!

So, it's clear to anyone that this "fact check", from @VerifyThis, is a load of BS. What may not be so clear though, is that this is how ALL "fact checkers" operate.
One of the go-to strategies for "fact checkers" is to re-state the claim they are checking, in a way that outright distorts that claim. Or, in this case, that distorts it in a subtle way.
So, yes, it is technically true that "PayPal is not planning to fine people $2,500..."
