Hi @pjcolbeck and group of legislators I’ll call the #MisinformationCaucus of the @MIGOP!👋Ingham County Clerk Barb Byrum here. I took a moment to read your letter and have some thoughts: 🧵👇
First and foremost, I applaud the idea of trying to stop the airing of advertisements that are misleading around our democratic process. I am surprised that you didn’t object, like I did, when @kevinrinke aired his “zombie voter” ad.
However, your letter contains more misinformation than any ad about Proposal 2 that I have seen, so let’s break it down:
Proposal 22-2 does add voter ID provisions to the Constitution, the same voter ID provisions that we have in state statute currently, that enjoy a wildly high approval rating (as your letter later points out).
It is current state law that voters must show ID or attest on an affidavit under penalty of perjury that they are who they say they are. These are being enshrined in the constitution because of the many attempts the Republican-led legislature has made to remove the option.
Requiring a physical state ID is burdensome to those communities who are not able to afford it or those who otherwise would not need it, who must still enjoy the inalienable right to vote.
Requiring ID with no alternative is a de facto poll tax, and will disenfranchise voters from exercising their right to vote.
You suggest that this proposal will allow ballots to be sent en masse. Again, this is not true. Ballot Applications can be mailed with state-provided postage.
Existing signature verification practices would still be required when those ballot applications are returned before any ballot is sent to a voter.
You also state that ballot boxes are unsafe, which is simply not true. Voters have been voting by mail since the civil war, and we have trusted the blue post office “ballot boxes.” The ballot boxes in use today are even safer than those.
You also fail to mention other provisions included in this proposal, like enshrining post-election audits into the constitution, providing 9 days of early voting, and enabling our military voters to cast their ballots and ensure their votes are counted, when they arrive.
So if you are looking at getting rid of election misinformation, I would start with putting this letter in the recycling bin and emptying it.

Good Morning, Michigan!👋As a certified, professional Elections Administrator, I have been asked by many for my position on Statewide Ballot Proposal #2, which was sponsored by @PTV2022 I thought it might be helpful to tell you what’s in it as well as my view of it. 🧵
Proposal 2 has several key features including allowing military & overseas voters the opportunity to have their votes counted as long as they are postmarked by Election Day. This differs from current policy, which requires that they be received by the local clerk by Election Day.
Some areas of the world where the US military is deployed have dreadfully inadequate postal service, and the mail may take weeks to arrive. This provision would allow our military voters votes to be counted if the mail is the only reason their ballots are not returned on time.

Across Ingham County today and tomorrow, many local clerks are hosting their public accuracy tests, where they test and confirm, in a public meeting, that the programming that my office has provided is accurately counting the votes by using test ballots. 🧵
Meanwhile, County Clerks are testing emergency systems so that we have direct lines of communication in the case of an emergent disaster on Election Day.
We do these things to ensure that we are prepared for any eventuality on Election Day, and to ensure the public’s faith in our election machines to count the ballots just as they are intended.

Hello, Michigan! 👋 Ingham County Clerk Barb Byrum here! It was announced late last week that a compromise bill had worked its way through the Michigan Legislature regarding the pre-processing of absent voter ballots. I thought I might give you my two cents. 🧵
Compromises are never perfect, especially when done in haste. By their very nature, no one gets all of what they want. This bill purports to give clerks the ability to pre-process absent voter ballots, while codifying certain other procedures.
The big win for clerks was supposed to be pre-processing which, when done right, would cut down on the amount of time it takes to process absentee ballots and get results in on Election Night. Unfortunately, clerks are not getting what we need to make a true improvement.

Hi @realronweiser!👋Ingham County Clerk Barb Byrum here. I saw you had some trouble with your county conventions last night. It felt familiar so maybe I can unpack it a bit for you.🧵
From what I gathered last night, you had at least two counties (Hillsdale and Macomb) which held two different Republican County Conventions.
In Macomb, the problem stemmed back to the April Convention you held when your party seemed unable to elect a chairman that your voters found to be legitimate.
