Some arguments for the new funding model:
-it would incentivize and reward univs that meet strategic goals
-it could buffer univs from funding losses due to a current trend of enrollment loss
-it would cap gains/losses due to "performance" at 3%
Chancellor Randy Woodson of @NCState says he supports the concept of incentives, but the performance based model is "just so complicated":
"I've got a CFO that's been at the CFO of three institutions in the [UNC] system, and he's struggling with this."
"We need to be clear in understanding how this will impact each of our campuses," Woodson said.
The BOG finance committee says it will bring examples of how the performance funding model will affect universities in a later meeting.
The @UNC_System had this analysis showing all univs would benefit from the performance based metrics.

The performance based model has a focus on outcomes for in-state students.
"That we're focusing only on in-state undergraduate or in-state students, is of some concern," says UNC-P Chancellor Cummings.
The BOG also might raise the cap on out-of-state students at 5 more univs.
BOG member John Fraley asked whether the NC Promise tuition discount at some UNC schools is affecting enrollment at other UNC schools that compete for the same students.
There's competition for a shrinking pool of traditional students, and that can have funding consequences.
Due to lingering questions about the proposed performance weighted funding model, the BOG finance committee tabled a final vote on it.
The @UNC_System plans to bring more specific numbers on how the model might affect univs at a future mtg.
