Per a 1997 state law, the SOS is required to send inspectors to any county upon the request of 15 or more voters and has been sending them to Harris County, the state’s most populous, and many others for years.
Today the Harris County Elections Commission will meet at 1:00 pm. There's only one item on the agenda:
"Request for a discussion with the Harris County Elections Administrator regarding
logistics and operations for the November 8, 2022 elections."

But the "no-new-revenue" rate does not necessarily mean the government entity will collect the same amount; in most cases next year they will collect more revenue due to new properties added to the tax rolls.

The court's 3 Democrats are present, the 2 Republicans are not. They have quorum to vote on anything except approving the tax increase.
Today they must decide whether or not to post notice of a compromise tax rate. So far, the only rate they've posted is the original tax rate the two Republicans object to.
That was yesterday's special meeting; today's special meeting is scheduled for 2:30. The only tax increase rates posted are the original rate proposed along w/the "no new revenue" and "voter approval rate."
Those wishing to speak must sign up 2 hours before the meeting.

Just fyi, quorum is three for anything except approving a tax increase- that requires 4 members present. Even without the 2 R's, commissioners court can vote to post notice of a different tax rate proposal.
