Step #1 - Hire "offshore team members," not "virtual assistance." Too many people only look at offshore talent for menial tasks. We look to hire manpower AND brain power. We onboard just like we would a US employee. I recommend you look at them in a similar way.
Step #2 - Decide if you want to work with an agency, or hire direct. Although using an agency sounds better, we prefer hiring direct. It's much easier to manage and develop team members this way. It also changes the per hour wage from $8-$10 per hour to $3-$5 per hour.
Yes, goals should be specific, measurable, action oriented, realistic, and time bound, but that's not enough.

The Technology.
We use a power dialer to quickly dial multiple numbers at once. It allows one caller to be ~3 times more efficient, but at scale, it allows 5 people to be ~5-10 times more efficient. We currently use ReadyMode.
