It was announced back in August during a US Africa Policy "Reset" in which Obama era NSC official @JDevermont returned to the WH, and Blinken and LTG's African Odyessy didn't go as planned.
@JDevermont Following the US Africa Strategy "reset" which many pointed out was exactly the same as the previous policy, Russia proposed to hold a 2nd Russia-Africa leaders summit in the lead up to #COP27 in Addis Ababa. This did not eventuate however.

During this most recent war, starting 24/8, the claims wrt Eritrea were a key component of TPLF information operations from day one. Clearly they believed that such allegations would assist then with their US/EU supporters.
At one point there were widespread reports about Eritrean forces attacking from Afar, and about Afar not allowing them to pass through Berhale. I checked these with the Afar and they are not true.
