The salary is paid by "Waqf Boards" which are funded and supported by the State.
Very cleverly, any "shortfall" is borne by the central and state government. And since you don't want to "penalize" those Waqf Boards which are efficient, provide State grants to *all* boards.
In Sep 2014 the Centre promulgated a scheme for "Strengthening of State Waqf Boards" to give additional money than that given by the State governments.
Govt sets aside funds to remove "encroachments" from Waqf Properties while Hindu temple properties are encroached by the state.
These Crores of funds are in addition to those that the Center provides to non-Hindus (after checking their religion) under various schemes, while the State literally robs and confiscates the offerings of Hindu temples (and taxes them) and encroaches and sells of temple land.
If I read this table right, most State Waqf Boards were already in a surplus (total expenditure of 3387 lakhs vs revenue of 3625 lakhs), before state govts' grant-in-aid of additional grants of 877 lakhs, *before* the Center "strengthening" them further with more taxpayer money.
