Garland claims he appointed a U.S. attorney on Nov. 14 to decide if it would require special counsel, and the USA recommended a SC on Jan. 5 which was publicly announced only on Jan 12 after news came out Jan 9.
Why didn't he announce it sooner? Inform Congress?
