@BryanforHD2 attempted to make a motion to delay consideration of #HR4 until THURS, 1/12. In response, the Speaker indicated he was not recognized for such motions.
Asking if the Speaker would allow him to come to the front microphone to make such a motion, Phelan replied, "you can come down front and we can talk about it."
Republican State Rep. Charlie Geren goes to the back microphone to participate in orchestrated dialogue about precedent related to when #txlege House had previously taken up the House Rules Resolution.
Back now on consideration of #HR4: Proposed Rules of Procedure. Being laid out by the Resolution author, Republican State Rep. Todd Hunter.

It is thus far unclear how many proposed amendments there are.
Amendment 1: "Absence Amendment" seemingly a response to the "quorum-break" that took place in the special #txlege sessions last cycle where those who remained absent received no punishment, costing taxpayers and stalling the legislative process.

After much back-in-forth between Hunter and various #txlege Democrat lawmakers, the amendment passes by a vote of 87Y/59N, presumably on partisan lines.
