@BryanforHD2 attempted to make a motion to delay consideration of #HR4 until THURS, 1/12. In response, the Speaker indicated he was not recognized for such motions.
Asking if the Speaker would allow him to come to the front microphone to make such a motion, Phelan replied, "you can come down front and we can talk about it."
Republican State Rep. Charlie Geren goes to the back microphone to participate in orchestrated dialogue about precedent related to when #txlege House had previously taken up the House Rules Resolution.
Back now on consideration of #HR4: Proposed Rules of Procedure. Being laid out by the Resolution author, Republican State Rep. Todd Hunter.
It is thus far unclear how many proposed amendments there are.
Amendment 1: "Absence Amendment" seemingly a response to the "quorum-break" that took place in the special #txlege sessions last cycle where those who remained absent received no punishment, costing taxpayers and stalling the legislative process.
After much back-in-forth between Hunter and various #txlege Democrat lawmakers, the amendment passes by a vote of 87Y/59N, presumably on partisan lines.
Amendment 3 by @BryanforHD2 to #HR4 requires the speaker to appoint committee chairman by their affiliation to a majority party. It is a @TexasGOP priority
Republican State Rep. Charlie Geren calls a Point of Order on the amendment's consideration after citing the passage of #HR3:Housekeeping Resolution earlier today.

👀Some #txlege House Democrats did vote in favor of this amendment. I see 3, Abel Herrero, Ray Lopez, and Armando Walle who broke from the rest of their caucus.
@TexasGOP The point of order on the amendment offered by @BryanforHD2 attempting to require that the committee chairman only be assigned members from the majority party was sustained ultimately citing the recently adopted #HR3: Housekeeping Resolution and cited AG Opinions.
Next amendment proposal by Republican State Rep. Mike Schofield attempts to require that Points of Order on legislation be raised before the #txlege House starts considering bills on that calendar day. Schofield cites a disrespect for individual members' time as his reasoning.
@reptinderholt offers an amendment requiring that chairmen of #txlege House cmtes submit an affadavit to speaker stating that the chair believes there are only two genders.
@reptinderholt The amendment was almost immediately subjected to a point of order by Democrat State Rep. John Bucy.

@BryanforHD2@charliegeren The point of order was sustained on the amendment citing Rule 11, Section 2 on Germaness (similar to previous rulings)
@BryanforHD2@charliegeren@reptinderholt offers an amendment to require a committee to vote on a bill within 14 days of it being heard (as opposed to allowing it to die without having ever been voted on as is current practice) #txlege

@reptinderholt offers another amendment seeking to change the number of #txlege House lawmakers needed to make a motion to "vacate the chair". It is currently set at 76, his amendment would move it to 5.
@reptinderholt@BryanforHD2 offers an amendment seeking to add a text overlay to a #txlege lawmaker on the video broadcast of proceedings, calling it a transparency amendment.
Here is the vote split on the amendment seeking to lower the bar in the #txlege house to entertain a motion to vacate the chair.

The amendment is subjected to a point of order by Democrat #txlege State Rep. Joe Moody.
The point of order is sustained on @BryanforHD2 amendment seeking to prioritize legislation that seeks to ban erotic performances and drag shows in the presence of minors ahead of legislation renaming roads/highways. #txlege
@BryanforHD2 Another proposed amendment by @BryanforHD2 would attempt to ensure that vote is taken to ban the practice of child gender modification before considering legislation attempting to rename a road or highway. Almost immediately subjected to a point of order
Notable proposed changes in this proposed version of #HR3: Housekeeping Resolution:
