I suspect there is UV at sunrise just not detectable by a meter but, there definitely is UV light out in early morning hours shortly after sunrise. You are not UV free until 930am or whatever some meme shows.
So get out there early for the uv free red and...
& blue light heavy sunrise which, among many other things, starts production/release of hormones and preps your skin to safely withstand stronger sun later in the day.
Hang around for just a little longer until that tiny bit of purple light (uv) emerges to combine with...

This is why you must get a cheap EMF meter and at the very least measure your bedroom and workspace for invisible electric, magnetic and RF fields. HEALTH ALERT: WHY SHOULD YOU WORK CLOSE TO A WINDOW?
Have you read the "with or without windows" study?
This study compared workers who had a workspace with windows to workers who had a workspace without windows.
And what it found was.....
Workers who had a window near them during the day had lower cortisol and higher melatonin levels at night (when they are supposed to) compared to the workers who did not have windows during the day.
So the workers who did not have a window at their work had lower melatonin and higher cortisol levels at night.
This is bad for your physical and mental health because higher cortisol levels are positively correlated with minor psychiatric disorders and depressive symptoms at 10:00 pm. Lower melatonin levels at 10:00 pm were correlated with depressive symptoms and poor quality of sleep.
Work outside if you can but if you can't, at least try to be near a window. And if that is truly impossible then you have to hack it with the red, infrared, UV and bright light therapy machines. I'll link to my favs below.

DO YOU KNOW THE "ASCOBAL EFFECT" OF RED LIGHT THERAPY?
The ascobal effect occurs when you treat one area and get results in another area.
In this paper you see that red light therapy was used to treat two similar cuts on an arm. The red light treated cut healed faster than the sham treatment group but so did the other cut that was not treated with red light therapy.
"At days 6, 8, and 10, follow-up testing revealed that the laser group had smaller wounds than the sham group for both the treated and the untreated wounds......The LLLT resulted in enhanced healing as measured by wound contraction. The untreated wounds in subjects treated with LLLT contracted more than the wounds in the sham group, so LLLT may produce an indirect healing effect on surrounding tissues."
RED LIGHT HAS SYSTEMIC EFFECTS.
"Our data suggest that LLLT has an indirect healing effect on surrounding tissues. The LLLT was applied to 1 of 2 randomly chosen wounds spaced 5 cm apart. Although we found a slight difference in wound contraction between the 2 wounds in the laser group, both the treated and the untreated wounds showed enhanced healing compared with those in the sham group."
HERE'S PROOF APPLE NIGHTSHIFT ISNT GOOD ENOUGH AT NIGHT FOR YOUR HEALTH

In this study, you see that using a regular ipad at night in the three hours prior to their normal bedtimes showed that one-hour and two-hour exposures suppressed melatonin by 23% and 38%.
The blue light goggles (dont be confused these are not blue blockers) in the study were designed to emit 470nm blue light at 40lux suppressed the most melatonin.
The Apple Night Shift modes reduced that melatonin suppression to between 10 and 20% which is better but still significant and chronic melatonin suppression equivalent to nothing you would find in a natural dark night environment.
But....
The orange colored blue and partially green light blocking glasses (blocking up to 525nm) basically prevented any melatonin suppression.
They also say that DIMMING the BRIGHTNESS settings on your phone can further help reduce melatonin suppression from the artificial light.
So the moral of the story is, not only is Night Shift not good enough to preserve your good health, but if your nights are not naturally dark and include artificial lighting and screens, you need a good pair of blue light blocking glasses and you need to DIM your lighting as much as possible.
