Gujarat High Court questions Surat Municipal Corporation for its "efficiency" since till Monday the civic body had sealed only 63 shops selling meat without proper licence and in unhygienic conditions. But today, the number has rose to 570 plus shops.

Bench led by Chief Justice Aravind Kumar asks the civic body "how it became so much efficient overnight?"

CJ: How is it possible? We will ask District Legal Service Authority to visit the shops and cross check the data.

Ordered accordingly.

Bench has asked State to clarify if it has constituted District Slaughter House Committees to oversee if slaughtering of animals is being done as per law across Gujarat.

Meanwhile, Sr Adv Percy Kavina for some licenced shop owners urge the bench to make them a party to the PIL.
Kiwana: What is being argued that animals need to be slaughtered only in abattoir and not shops, is just too much sticking to the law. We need to have a pragmatic approach in this matter as there are only 3 slaughter houses in Gujarat.

CJ: We understand. We will right the wrongs but at the same time law needs to be followed.

Bench asks Kawina to file a civil application for making his clients a party.

Sr Adv Indira Jaising: States may be directed to begin collecting data. Several SLPs pending before this court, Court may first decide on how Union is to collect data. Almost all States are currently before you.
Jaising: Union employees include Railways, Ministry of Defence. Deliberation of this Court will apply to employees across States.

Sr Adv Gopal Sankaranarayanan: Mr Jaising is not right in saying Union has to be heard first. Haryana orders were ordered to be so.
