-investment into early childhood reading
Here’s the details for teacher pay.⬇️
Every Kid Reads Recovery Act request is $100M, which Walters has continuously said is the largest investment into early reading in the country. He’s using examples of programs in Mississippi, North Carolina and Tennessee as initiatives he’d like here.
‼️Rep. McBride took the first question asking about the ClassWallet scandal and if there’s anything in the budget to pay the federal government back for misused funds.
Walters says he’s working with the Governor’s office and reviewing the AG’s comments.
Rep. Baker says the science of reading isn’t new, but we’re still not retaining teachers. She adds that there seems like there’s a continual door training teachers but we’re not keeping them.
Walters is explaining that if a teacher’s rating goes down, then they will have the incentive pay taken away. So basically they can lose part of their salary.
Rep. Fugate is saying this is a stipend because salary cannot decline per state law.
We have gotten to policy. Walters says he will “never stop fighting radical indoctrination in the classroom” after Rep. Waldron asked when he’d stop campaign rhetoric.
Walters is adamant that there’s left wing indoctrination coming from the feds making its way to schools.

He’s about to present the full budget, but he’s already teased the “most expansive school choice in the country”, an $150M investment in performance based pay for teachers and $100M towards reading comprehension.

A lot of confusion on the floor. Walters is presenting Hofmeister’s budget that was previously approved, but wants to change the budget and present it next week.
There’s questions on why he’s presenting a budget with numbers he wants to change & if he can change them.
So they’re supposed to be doing a performance review, but Walters is going more into his education agenda. There’s definitely some tension in the room.
