1. What is the war strategy of Somaliland (SL) administration in #Laasaanood?

There is no strategy.

Early on, during the uprising of the LA residents, SL tried the divide-and-rule strategy by attempting to buy favors from certain sections of the SSC population.
2. Divide-and-rule was SL's best strategy; however, after several years of unresolved and horrific targeted extrajudicial assassinations of nearly 150 prominent people, which have caused an imaginable upheaval and embittered the SSC community, this strategy collapsed.
3. The constant shuttle undiplomacy by the Minister of Interior, Mr. Kahin, the Minister of Communication, Mr. Kore, and the Speaker of the House, Mr. Khalif, did not create fissures amongst the SSC people. On the contrary, it galvanized the SSC community.
4. Then, SL resorted to propaganda by using one of Gobbles' principles of propaganda: that a lie continually repeated over and over again for a long period will ultimately establish itself as a truth. The propaganda has further embittered the SSC community and did not work for SL
5. Unable to defeat the determined #Laascaanood residents, SL resorted to a scorched earth policy of destruction of civilian facilities, including indiscriminate shelling of hospitals and destruction of property, electricity, schools, mosques, markets, and water points.
6. SL's scorched earth policy caused massive displacement of the city and a plight similar to the 1990s displacement in Somalia. While SSC people's resolution has hardened, the naked aggression by the SL has sown the seeds of communal conflict, which could last for generations.
7. What is a good solution for SL administration?

(1) remove SL militia from the SSC area, as SL cannot win over the people of SCC and sell them a secession dream.
(2) stop shelling the city and sowing the seeds of communal distrust
(3) stop lying to the people of SL
8. What is the role of FGS?

The silence on the Lasanod war is the most damaging to Somalia's sovereignty and territorial integrity, not only within the Somali, but on the international stage. How is it allowed a separatist region to use scorched earth tactics is baffling?
9. While FGS might erroneously calculate its silence as politically expedient so as not to upset the members of parliamentarians from SL, it will deservedly earn the ignominy of a government with no legitimacy. The moral equivalence of an aggressor and residents is cowardly.
10. International observers are ready to come to Lasanod and assess the situation; the least the FGS can do is make this request from the international community.
11. While the SL militia is guilty of the most heinous war crimes and will be brought to justice, all the FGS is guilty of not only a dereliction of duty, but they bear culpability because of apathy, inertia, and indifference to "dulmi" is as culpable as the perpetrators.
12. The naked aggression of SL using defunct colonial borders will go down in history as the brutal crimes committed in Somalia. It is also a wake-up call to all Somalis that no Somalis can take away the right of another Somali.
13. Do that at your peril, as shown by the people of #Laascaanood

1. 2022 Budget of Federal Government of Somalia is shown below with the names of each minister.

Around 74% Somali's budget comes from international donations (see last thread) and if Somalia is going to cover its budget as the @SomaliPM pillars indicated, it needs reckoning.
2. 25% ($230 million) of the budget goes to the Ministry of Labor and Social Affairs which manages myriad of social services such as Baxnano.
3. 22% ($204 million) is taken up the Ministry of Finance which manages several other expenses for the various ministries.
