yet the threat didn't qualify as a threat under the CSIS act as it is written in the act itself but Justice Rouleau interpretation of the emergency act
I'd imagine this interpretation of the act would be successfully challenged on appeal had this been an actual court of law
Justice Paul Rouleau in my estimation should never have weighed in on the justification of the act as he was not required to. As he was always seen to be politically bias due to his ties to the liberal party.
Eva Chipiuk has commented several weeks ago that all lawyers at that level have some political affiliation. Whether or not that played a role only Justice Rouleau can answer
However questions remains to why the report was to be advanced to Justin Trudeau two weeks before it was to be tabled to cabinet which was essentially walked back due to public pressure
The were some bias's in the report itself. The character assassination's of the organizers of the protest. The harm caused to the citizens of Ottawa were in my estimation embellished. There were a few quips at convoy Lawyer Keith Wilson that i didn't find objective
The criticism of the federal government were soft and most of the blame was placed blame at the feet of the province of Ontario
I'm unsatisfied with the reports glossing over the freezing of bank accounts and in the same breath the report casts doubts whether they were needed
More emphasis of communication between the federal government and the protestors themselves would have gone a long way to solving this before it became a crisis
