At the 1979 Jerusalem Conference on International Terrorism coordinated by Netanyahu, the idea that the US & its western allies should come fight a "war on terror" against Israel's enemies b/c "the real target of 'Islamic terrorism' is the west," was rolled out. Bush Sr agreed.

Promoting the idea of fighting terrorism became Netanyahu's career.
After the construct for a war on terror was created, a face for "Islamic terrorism" was needed, so Al-Qaeda was created with funding from the CIA and Saudi Arabia, and weapons and training from Israel.

By the mid-80s they'd created the construct of the war on terrorism, and they's created the boogeyman, and then, in order to make the war on terror operational and go into effect, they just needed the match that lit the fire. And that was September 11.
