After the construct for a war on terror was created, a face for "Islamic terrorism" was needed, so Al-Qaeda was created with funding from the CIA and Saudi Arabia, and weapons and training from Israel.

The CIA has had a station in Ukraine since 1948 with operations directed against first the Soviet Union & then Russia. The whole reason for NATO's existence has been to threaten and roll back Russia, and eventually to sabotage and subvert, and put it out of business. The CIA's operations in Ukraine are the cutting-edge vanguard of this effort.
