House Bill 2157 recommends at least 20% of law enforcement take specialized training to respond to mental health crises. The course is called Crisis Intervention Training, CIT. The Norman officer who arrested Hanchett for false reporting & resisting arrest was not CIT trained. 2/ Image
I attended the 40-hour CIT course with about 30 officers. It was taught by a Norman Lieutenant who was hired last month to run the jail where Hanchett died after his predecessor resigned following the deaths of Hanchett and another detainee in December. 3/ oklahomawatch.org/2021/04/14/ins…

Tulsa PD were scrutinized last year when officers who were not trained in crisis intervention responded to a woman in crisis. One officer heckled her and threatened to tase her. They eventually kicked in the door and tackled the woman to the ground. oklahomawatch.org/2022/04/27/tul… 6/

When jail staff request a mental health evaluation for a detainee, the dept. of mental health would have 24 hours to do the evaluation under HB 2157. Hanchett was scheduled for her evaluation the same day she died. The Sheriff's office will not say when that request was made. 8/ Image

THREAD: I recently attended crisis intervention: a 40-hour mental health training for law enforcement. High profile police killings such as George Floyd in MN and Bennie Edwards in OKC have put a spotlight on this voluntary training. Here’s what I learned and observed. 1/
In attendance were 32 sheriff's deputies, police, jailers, administrators, a dispatcher and a chief from about 9 OK agencies, and me. It was one of the state's largest classes ever and was held in the Newcastle storm shelter. Here's the schedule for the week. 2/
The hearing voices exercise on day 1 was eye-opening for me. For nearly 30 minutes, we listened to a recording of loud insults and whispers while trying to complete a reading assignment and word search. For a few minutes, we experienced what it's like to have schizophrenia. 3/

@QuintonChand Bennie Edwards, Dustin Pigeon and Isaiah Lewis were fatally shot by police in Oklahoma. All of them were in crisis and all of them were killed by officers who had not been trained in crisis intervention, which is specialized mental health training. And they are not alone. 3/
