Can we at least know the people who are doing the interpretations?

What formal qualifications do these people have for doing these interpretations?
These people may be PAS people but PAS isn't Islam and Islam isn't PAS.
So where do they get the Islamic knowledge that qualifies as the concluded interpretation for the laws that they pass?

This results in them being able to simply pass any laws that they want.
Where is the regulation in these matters?
I feel that they should give detailed reasons and evidence based on the excerpts of the Quran for passing such interpretations to become country laws.
