russia is doing it right now. Rafał Lemkin did an incredible job to introduce this term for a reason. And the CPPCG, Article II, does not exist so that international bodies with the competence to investigate cases of genocide use half-tones in their rhetoric.

First of all, genocide can be called genocide when there is an INTENT to EXTERMINATE a certain group. The intention is there, and Russia clearly stated it on 3 April 2022 in its state media, in the article "What Russia Should Do with Ukraine".
