Language for EU ammo target over the next 12 months for Ukraine is now looser. EU will be "aiming at" a million shells over the next year.
But there is still a discussion over whether to allow purchases of ammo from foreign countries. That has not been fully settled yet. So that will go to ministers despite claims there is a deal. -2-
To be clear, NL in my understanding, is not happy with the text, in particular on the current draft ban on buying ammo from non-EU countries. So to assert there is a deal on the EU ammo plan is simply incorrect right now. There probably will be. But there isn't.
And to be clearer: this has been the single most controversial point in the entire plan so far. So this is not a minor issue.
Hearing there is now a deal.
However that will need to be confirmed in an afternoon Coreper and then signed off by ministers at the FAC.
In fact, no Coreper. This will go to FAC and @JosepBorrellF will announce agreement at the presser at the end, presidency note says.

As I suspected on Saturday, @rafaelmgrossi narrative about what happened in Tehran last week is partially unravelling under questioning by @francoismurphy. His clear answers Sat eve about what was agreed are sounding much less certain today. #Iran -1-
So on the Fordow inspections, the number of monthly visits remains at 11, as was agreed by DDG in previous trip. Went from 8 to 11. That's Grossi's 50% claim. But there was no agreement to raise it further in Tehran last week -2-
On Saturday, @rafaelmgrossi gave a clear "yes" when asked whether Iran would re-install all the cameras & equipment it removed last June. This time, he said "in general, terms yes," Iran will replace the equipment but that depend on "certain modalities..." -3-
Michel had pushed for the trip when he was in Kyiv on Jan 19th. @ZelenskyyUa was reluctant because of perfectly reasonable security concerns. But he warmed to idea in recent weeks & was already leaning towards when EU leaders in Kyiv last week. -2-
During the last few weeks, @ZelenskyyUa team reached out to @EmmanuelMacron team to float the idea of a visit to Paris as well as Brussels. Plan was to go there first. The idea seemed to have legs but no invite to visit ever reached @ZelenskyyUa from Paris. -3-

On a secure train returning from an EU trip to Kyiv, @JosepBorrellF told @WSJ that critics of his efforts to revive the pact perhaps “don’t value enough” dangers of nuclear Iran. “As far as I know, there is not an alternative to this deal to try to avoid Iran becoming nuclear"-2-
He says people mix up his role as coordinator for deal & EU role in condemning Iran actions. “Look, I can tell you my last conversation: Stop capital punishment. Stop repression…So if you continue on this way, you will make impossible to have any kind of political arrangement"-3
@HankeVela@alanbeattie This really isn't unexpected. It's expected. It has been likely she'd go for a couple of weeks as I've tweeted.
@HankeVela@alanbeattie Indeed, as i said earlier, one of the UK conditions was that a non-EU country host it next time and Britain was keen. It's a way of locking in their main concern -- that this becomes a mere EU+ Brussels dominated format.
@HankeVela@alanbeattie My understanding is also that U.K. also did NOT give an unconditional yes to Truss attending today. Am told the U.K. said “IF the Pm were to attend her priorities would be xyz.” Which is in line with 4 conditions mentioned this morning.
