So, what would have happened if the EA wasn't invoked? That's what I'd like to know. I've been following the Inquiry on CPAC, and I'm getting the impression the trucks were there for the long term and the Ottawa & Ont police were not getting them moved out. It was a seige #pnpcbc

I get the impression they were at an impasse. Tow trucks wouldn't comply. Counter protests (understandable they'd be fed up) raised risks. The convoy participants were getting emboldened by lack of enforcement and setting more barrel fires in the street, open movement of fuel.

Counter protesters fed up = raised risk of clashing w/convoy. Fed with being sleep deprived, w/convoy urinating & defecating on their properties, of being harassed for wearing masks, of lack of children getting access to hosp treatments, of businesses closed, and so on.
