I’m at the historic @WarnerTheater in DC to bear witness what @PowerUSAID invited all Americans to learn about this morning:
How Ukraine is delivering services online in a democracy at war with @USAID.
@karaswisher live now:
usaid.gov/diiaindc
19M Ukrainians using DIAA now ImageImageImage
As @karaswisher said, there has a been backpack against disruptive technologies like the Internet, smartphones, & social media.
We now worry about AI.
But all governments must harness these technologies to provide critical info & deliver services to networked publics, everywhere. Image
Today, @PowerUSAID says delivering services showed how “robust & secure digital public infrastructure” enabled Ukrainians to access services in a war while minimizing corruption.
She says @USAID supported in e-gov in Ukraine since 2016. “
The result: “Government in a smartphone.” ImageImage
💡📲@PowerUSAID says Ukraine’s DIAA app will be open sourced for the world, to be adapted as digital public infrastructure to other nations.
Ukraine has been working with Estonia.
She announced @USAID will be working with Columbia, Kosovo, & Zambia to build out citizen services. Image
The USA has always exported democracy, says @FedorovMykhailo: now Ukraine is exporting digitalization with us.
-Since 2019, Ukraine invested in digital government.
-In 2023, 70% all smartphones there have DIAA
-13M Ukrainians use DIAA a digital passport
-13M signatures through it ImageImageImageImage
The foundation of Ukraine’s digital public infrastructure are Ukrainians themselves — the 🧠 in @OMarkarova’s “brain and grain” — who are building online services for their country. (Kindred spirits @USDS @18F).

Every Ukrainian agency has a chief digital transformation officer. ImageImage
May 2023: Ukrainians are tracking military movements & sending photos & video of the invading Russian army to the Ukrainian government using a public app, DIAA, which has an eEnemy feature.
500K users on a chatbot.
Crowdsourced networked defense with a public of citizen sensors. ImageImageImageImage
DIAA doesn’t store data, says @FedorovMykhailo: it securely connects the registers of public data that Ukraine’s government moved to the cloud — not on servers at the agency Russia hit with missiles when it invaded. Ukraine issued bug bounties to find & close vulnerabilities. Image
All of DIAA is open source, logs actions by default, & fully automated.

Estonia has taken the code of DIAA and is now using it, says @FedorovMykhailo, showing the quality of the tech, which other countries are now adapting.

#OSS for the win. Image
Today’s announcements build on what @PowerUSAID shared with @axios in January: @USAID supported Ukraine building an open source app for digital government & now in making it available to other countries to adapt:
axios.com/2023/01/18/ukr…
Open source/ open society / open democracy
“It would be nice to have an app like this in the USA, but we don’t, & probably never will,” joked @karaswisher.

I hope she’s wrong.
I think she might be.
@POTUS45 left @USDS & @18F in place.

They made a website for getting tests work:

Next up: taxes!
There no way to maintain the trust in a public app used by millions daily if it’s not secure, says @PowerUSAID:
Ukraine said they must think about citizen services & anticorruption AND cybersecurity.

Teams of (white hat) hackers test every day.

Security is like electricity. Image
Now @karaswisher clarifies her meaning: she doesn’t think the USA will ever have a single federal app because of concerns about centralization & putting data in one place, noting risk of hack by a hostile nation. (@USOPM’s devastating compromise shows this isn’t an idle threat.) Image
In answer to @karaswisher’s concerns about tech, @FedorovMykhailo talked through the ways Ukraine has made Diaa secure — including facial recognition for authentication.
@PowerUSAID noted how geolocation is used for aid.
BTW, #DiaaInDC livestream/archive: youtube.com/live/XAFO5quX0… Image
I’m glad I came down to the @WarnerTheater to see this event in person instead of watching on YouTube.

Inspiration about how democratic governments are using tech to inform, engage, & deliver has never been more important or timely as authoritarian abuses of tech metastasize. Image

The @opengovpart launched its new strategy & encouraged people to engage multistakeholder fora about it.

The USA never established such a forum, & @WhiteHouse has declined to restore @OpenGov44 & lead a U.S. government revival of #OpenGov domestically: obamawhitehouse.gov/open Image
As with #SunshineWeek, this @WhiteHouse is not hosting any public events for #OpenGovWeek, despite the US government being elected to @opengovpart leadership: groups.google.com/g/us-open-gove… & the void in public updates on US commitments. @POTUS isn’t leading by the power of our example. Image
Ongoing efforts to improve public participation in rulemaking at @WhiteHouse OIRA are a ray of sunshine: governing.digital/2023/04/25/pub… as are efforts across agencies, from @USNatArchives to @CommerceGov.
This #OpenGovWeek, this @POTUS should be building on @OpenGov44, not ignoring it.

Despite @WhiteHouse45: opengovpartnership.org/members/united… & @WhiteHouse acting "contrary to process":
in the last 2 cycles – which @OGP_IRM didn't sanction – folks voted to add the US to @OpenGovPart steering committee?
Um.
NB: #OpenGov 404: wh.gov/open
I find it encouraging to see @USAID @StateDRL rejoining international open government circles.
It’s discouraging @OpenGovPart @OGP_IRM have said so little about @WhiteHouse45 @WhiteHouse acting contrary to process after @POTUS45 made a mockery of the US being in “good standing.”
In 2022, @WHOSTP didn’t reference @opengovpart or past US #OpenGov commitments in its press release whitehouse.gov/ostp/news-upda…
In 2023, @opengov44 is history: obamawhitehouse.archives.gov
& @WhiteHouse never delivered any self-assessments for the 3rd & 4th plans: opengovpartnership.org/members/united…

Twitter added verification to prevent impersonation: being @verified confirms authentic identity, not truthfulness or authority.

@ev @jack & @paraga neglected it, but @elonmusk’s approach to @TwitterBlue enables impersonation, as @geoffreyfowler showed: washingtonpost.com/technology/202…
Today, @elonmusk confirmed @SenMikeLee's personal Twitter account was mistakenly suspended today for impersonation.

It's Musk's fault.

Lee, @CNN @thehill & others omit a key detail that explains what happened: @BasedMikeLee was @verified through @TwitterBlue, not @TwitterGov. ImageImage
No #AprilFools: @Twitter to remove @verified status from journalists, after enabling anonymous accounts to spread misinformation & lies using @elonmusk’s ill-designed pay-to-get-seen system “to expand their reach while creating the illusion of credibility” apnews.com/article/ohio-t… Image

Dear @nytdavidbrooks,
Democracies *have* been teetering for over a decade, & have not stopped. Authoritarians continue to be on the march, from Russia to China to Iran to Myanmar to the streets of our union.

Former President George W. Bush explicitly embraced supporting Ukraine: bushcenter.org/events-and-exh… Listening carefully for unequivocal, unambiguous statement on fighting far-right extremism, authoritarianism, & domestic enemies of the Constitution in the USA
Bush's years of silence as a lying, corrupt demagogue seized control of his party, laid waste to U.S. government institutions, & then attempted to disenfranchise Americans & attempt a self coup with lies won't disappear because he's speaking out on "freedom" & democracy now.
All of the people fighting for democracy & human rights around the world that Bush references might reasonably wonder where he has been when democracy & human rights have been under threat in the USA. One speech that pulled punches wasn't enough: washingtonpost.com/opinions/2021/…

I’m excited to be at @HowardU for this launch & conference on democracy & journalism. Gorgeous campus, brisk fall day, wee robots out front, a chance to meet new people & see old friends. twitter.com/i/web/status/1… Image
Here’s a “democracy toolkit” for journalists:
democracytoolkit.press
Fascists, dictators, autocrats, & demagogues see a free press as enemies to be co-opted, muzzled, jailed, or murdered, preventing the immune system of democracy from debunking viral lies & revealing corruption. ImageImageImage
We must understand that when it comes to democracy and equality, neutrality is an abdication of duty, says @nhannahjones, who says a culture of balance & covering “both sides” impedes the ability of journalists to inform the public of threats to those ideals. #DemocracySummjt Image
