The testing is the problem. All the assessments are a problem.

ESSA (Every Student Succeeds Act) forces the state to administer a statewide test. If a state takes federal money it has to adhere to the federal mandates.

Most States like Missouri have a specific amount mandated to spend on public Ed in their State Constitution. This is amount does not include Federal Revenue, State only.

Missouri Constitution mandates 25% of the State General Rev go to public Ed.
