We came back together yesterday afternoon, and it was NOT pretty or encouraging. Apparently the concept of a Just Transition is objectionable to some Parties at #SB58
The US, UK, Australia, and Japan all took the floor in quick succession to brashly insist on a few points which are inaccurate (e.g. that the mandate of the work programme is severely restricted, when in fact it is to discuss pathways for achieving the goals of Paris)
But whether or not their interpretation is correct, it is alarming to see such a violent reaction to the idea that we should discuss the social and economic aspect of the impacts of the implementation of the Paris Agreement, ie the Just Transition.
The US and UK were extremely clear: they WILL NOT accept to talk about the international aspect of the Just Transition. For them, it is something each country does at home, exclusively with workers in fossil fuel industry. They won't talk about broader economic transition.
For them all these ideas - international solidarity, intergenerational justice, distributional justice, procedural justice and restorative justice (using the just transition to rectify past injustices) - have nothing to do with the topic. Extremely disappointing.
US, UK etc also DO NOT want the Work Programme to actually do anything. There are presently a proliferation of bilateral initiatives and approaches (e.g. JETPs) without any overarching guidance, principles, or agreed best practice, which the JTWP can and should provide. But no...
If there is no international cooperation dimension to just transition, what's the point of the JTWP? And if there's no decision coming out, what's the point at all? We desperately need the JTWP to provide guidance on the multilateral process that can support JT in all countries
In any Just Transition, rights holders -- those affected in some way by the transition -- must be included in the conversation and decision process. The draft document had very weak provision for meaningful participation. This is an agenda we need to have expert input on.
We have 3 days left, the next JTWP session is tonight. Whatever you say about Egypt at COP27, they did help deliver a Just Transition Work Programme. Now, with UAE's help, will they champion a worthwhile decision on this critical, complex issue? #BonnClimateConference

The response from the global north has been to try and fob off the united global south demand for loss & damage finance, with some bullshit called the "Global Shield"
European countries are already (re)directing money into the Shield, preempting the call here at #COP27 for an actual fund for loss and damage

#COP27 is supposed to be an “implementation COP” moving from pledges (COP26 was a “COP by press release”) to concrete action on key topics:
💰a new global goal for finance
💸 funding for "loss & damage"
💶 doubling finance for adaptation
📉 reducing emissions
But things went badly before #COP27 even started as developing countries group (G77) had to overcome European and American resistance to get "funding arrangements for loss & damage" on the agenda. Fobbed off at COP26 with dead-end talk shops, G77 had enough - they came for the $
