Wow! Ukraine Ambassador Chalyi, who participated in peace talks with Russia in Spring 2022, states that "we concluded" "Istanbul Communique" & "were very close in... April to finalize our war with some peaceful settlement" & that Putin "tried everything possible to conclude agreement with Ukraine." He says that it was Putin's "personal decision to accept the text of this communique."
Such peace deal framework to end war was also confirmed by head of Ukrainian delegation, officials close to Zelensky, ex-Israeli PM, ex-German chancellor, Putin, Turkish FM, former US officials & Arestovych. First five stated that deal was blocked by US/UK.

Proposal 1: Ukraine proclaims itself a neutral state, promising to remain nonaligned with any blocs and refrain from developing nuclear weapons — in exchange for international legal guarantees. Possible guarantor states include Russia, Great Britain, China, the United States, France, Turkey, Germany, Canada, Italy, Poland, and Israel, and other states would also be welcome to join the treaty.
Proposal 2: These international security guarantees for Ukraine would not extend to Crimea, Sevastopol, or certain areas of the Donbas. The parties to the agreement would need to define the boundaries of these regions or agree that each party understands these boundaries differently.
Proposal 3: Ukraine vows not to join any military coalitions or host any foreign military bases or troop contingents. Any international military exercises would be possible only with the consent of the guarantor-states. For their part, these guarantors confirm their intention to promote Ukraine’s membership in the European Union.
Proposal 4: Ukraine and the guarantor-states agree that (in the event of aggression, any armed attack against Ukraine, or any military operation against Ukraine) each of the guarantor-states, after urgent and immediate mutual consultations (which must be held within three days) on the exercise of the right to individual or collective self-defense (as recognized by Article 51 of the UN Charter) will provide (in response to and on the basis of an official appeal by Ukraine) assistance to Ukraine, as a permanently neutral state under attack. This aid will be facilitated through the immediate implementation of such individual or joint actions as may be necessary, including the closure of Ukraine’s airspace, the provision of necessary weapons, the use of armed force with the goal of restoring and then maintaining Ukraine’s security as a permanently neutral state.
Proposal 5: Any such armed attack (any military operation at all) and all measures taken as a result will be reported immediately to the UN Security Council. Such measures will cease when the UNSC takes the measures needed to restore and maintain international peace and security.
Proposal 6: Implementing protections against possible provocations, the agreement will regulate the mechanism for fulfilling Ukraine’s security guarantees based on the results of consultations between Ukraine and the guarantor-states.
Proposal 7: The treaty provisionally applies from the date it is signed by Ukraine and all or most guarantor-states. The treaty enters force after (1) Ukraine’s permanently neutral status is approved in a nationwide referendum, (2) the introduction of the appropriate amendments in Ukraine’s Constitution, and (3) ratification in the parliaments of Ukraine and the guarantor-states.
Proposal 8: The parties’ desire to resolve issues related to Crimea and Sevastopol shall be committed to bilateral negotiations between Ukraine and Russia for a period of 15 years. Ukraine and Russia also pledge not to resolve these issues by military means and to continue diplomatic resolution efforts.
Proposal 9: The parties shall continue consultations (with the involvement of other guarantor-states) to prepare and agree on the provisions of a Treaty on Security Guarantees for Ukraine, ceasefire modalities, the withdrawal of troops and other paramilitary formations, and the opening and ensuring of safe-functioning humanitarian corridors on an ongoing basis, as well as the exchange of dead bodies and the release of prisoners of war and interned civilians.

Zelenskyy abandoned the negotiations right after this visit by the British prime-minister and not after the revelations of the Russian war crimes in Bucha. He stated after visiting Bucha his willingness to continue the negotiations. But after the Boris Johnson’s visit, Zelenskyy and other senior government officials of Ukraine rejected peace talks. Zelenskyy and the Defense Minister of Ukraine stated that the war would only end with taking back all lost territory of Ukraine, i.e., not only territories occupied during the Russian invasion but also separatist-controlled Donbas and Russian annexed Crimea, and that such outcome would constitute the Ukrainian victory. As I stated in my studies, interviews & social media posts, there have been many more additional casualties, greater loss of Ukrainian territory & devastation of Ukraine as result of ongoing war versus peace deal which was close to agreement in April 2022. And peace deal conditions would be much worse for Ukraine now.

This unprecedented refusal to publish my book is made by Routledge even though two anonymous reviewers provided extremely favorable reviews and recommended my book publication by Routledge without any substantive changes. And four leading American, British, and Ukrainian experts wrote very favorable endorsements of the book. Several of my book chapters are also based on my updated and expanded peer-reviewed publications.
My book was supposed to be published by Routledge, a major British academic press, under the terms of the signed contract simultaneously as an open access electronic book, paperback, and hardcover the last summer since I submitted my final manuscript in February 2024: routledge.com/our-customers/…

But Routledge states that my book cannot be published unless I would revise the entire manuscript, including chapters based on my peer-reviewed publications, and would use other perspectives and alternative sources concerning the Russia-Ukraine war, the peace deal, the Nord Stream bombing, and all other issues and conflicts that I examine in my book, including the EuroMaidan, the Maidan massacre, the war in Donbas, and the far-right. They specifically state that "significant differences of opinion need to be reflected" on the Nord Stream bombing. This essentially means the conspiracy theory of Russian false flag bombing of its own pipeline.
In my two major revisions of the manuscript, I addressed all the comments and suggestions, examined all major narratives and sources, and added hundreds of additional sources which corroborate my analysis. In addition to a Zelensky adviser and a former German chancellor, I cited similar statements by an ex-Israeli prime-minister, the head of Ukrainian delegation, Ukrainian officials close to Zelensky, a Turkish foreign minister, and other corroborating sources concerning the blocking of the peace deal by the US and the UK. I also added statements and suggestions by Victoria Nuland, two members of the Ukrainian delegation and the Turkish president that the US and the UK blocked peace deal which was closed to being finalized. I also added discussions of results of the official German investigation of the Nord Stream bombing and investigations by leading German, US, and Danish media.
I am a Ukrainian and Canadian scholar and the most cited political scientist, who specializes primarily in conflicts in Ukraine. My academic publications include 5 books, 21 articles in peer-reviewed journals, and 13 chapters. My new open access book concerning Maidan massacre was just published by a major British academic press: link.springer.com/book/10.1007/9… I have another forthcoming book concerning Ukraine since independence from another major Western academic press. But many books by overnight experts in the conflicts in Ukraine were already published by Routledge and other Western academic and trade presses.
My book is based on the analysis of tens of thousands of primary and secondary sources, overwhelmingly Ukrainian and Western. I cite about 1,500 of them in my book manuscript and its video appendixes. I posted many of such sources concerning the Russia-Ukraine on @X and they reached over 100,000,000 views.
I am now given a choice by Routledge to delay significantly my book publication and to do a full revision of my book using "alternative sources" or to cancel my book contract. But I cannot commit academic fraud and base my book on politically convenient narratives and sources propagated by any government and media. My study does not accept at face value any claims by any governments, the media, the social media, or any other sources, unless they are corroborated by independent and reliable sources or if they go against vested interest.
I can cancel the contract and publish the open access book with another academic press. But the peer-review and publishing process would take close to 1 year and would significantly delay the publication of my book on the crucial ongoing war in Ukraine.
I have never received before such decisions by the publishers concerning my 5 other books and 13 chapters, including chapters in 3 Routledge books. I do not know any such refusals to publish books by Routledge and other such academic presses. This highly irregular and unprecedented decision by Routledge looks like political censorship and is extremely dangerous development.

As I said, Zelensky became Poroshenko on steroids. He abandoned as result of far-right & Western pressure his election promises of peace & reconciliation & adopted Poroshenko's nationalist election program of "army, language & faith" after defeating him in presidential elections.
