R: We take updated software and install it on county systems.
S: Which counties chose Dominion Voting Systems?
R: All except Douglas & Garfield, they use Clearballot software, all others Dominion.

Romero: They are done in odd years, when election staffers have time. Sometimes in between if new equipment, we'll install it, but that's more random vs. trusted build routine. There were also COVID issues & threats going on in Spring 2021.

R: It was a request from Dominion, Mesa asked them. Unusual because it's a security issue, not to test if it works. When vendors submit documentation they're considered trade secrets (non-public info).

S: When you heard Mesa wanted public viewing of the "trusted build", what did you say?
R: We couldn't accommodate. 4/16, sent email to explain & alternatives (in yesterday's transcript).
Shapiro: After you told Mesa & other counties alternatives on "trusted build" (watch video), what next?
Romero: Began scheduling by geography for the 62 Dominion counties. Peters a recipient of Romero's 4/30 email: COVID interaction policies for "trusted build" prep & arrival.

Romero put Peters on notice if non-auth present, they'd move on next county (& later at Mesa's expense).

Dominion provided instructions on how to back up data & hard-copy ballots. Hard copy retained 25 months. On 5/18, Jessi Romero received email from Sandy Brown: Mesa County said attendees would be herself, Tina Peters & Gerald Wood. Jessi found it odd about Wood.

Jessi Romero: At a Rules Hearing, a woman said look at the Gateway Pundit -- Jessi did and there was a "bombastic" headline with an image of the EMS server, BIOS settings, an internal doc with Dominion (security shots), & screenshot with an image of a spreadsheet I recognized.
At the "trusted build", we set the BIOS password (underlying), which the Counties do NOT know. Only 4 people know. Was vaguely aware of Gateway Pundit, there was a lot of this kind of info out there.
Danni Romero: When I saw the photo in the Gateway Pundit with passwords, I "nearly got immediately sick to my stomach" because I recognized it was our "trusted build". Unique to the county & the version (year) of the "trusted build".

Romero: When I digested what happened, within 10 minutes we confirmed it.

R: I set off the alarms! Notified mgmt & said we have a serious problem. Immediate meetings with state officials.

They just can't help being election-denier conspiracists. Hartman wants to know about WIRELESS!

R: 2019. Back to 2017, security step, 1st step was counties to maintain but they lost them, so then we retained them. We maintain the BIOS, counties have the software password, so they balance.

After bench conference, Shapiro is done. Jury had a few questions about ID and policy. Masks were required in 2020 and the policy was in place for COVID. Since then, security has been increased. Not proof of being a county employee is required along with background checks & AUPs.
