A Gazette Notification published in Dec2015 known as Amendments of Environment Protection Act 1986, All the 600+ TPPs were mandated to install/retrofit this Flue Gas De-sulpherisation systems in their Power plants upto 2018 without failure & missing the deadline will

Will draw penalties for non compliance of this notification. & Liable to closure of Plants.
✓This Draconian Notification was issued in hest& CPCB(Central Pollution control Board) was assigned the task for implementation of this measure without accessing the availability

✓Only a few Manufacturers were available in the European countries or in China/Japan leading to sudden rise of prices for these equipment, due to huge gap of supply & demands.

✓Indian Coal used in TPPs contain low Sulphur & Our coals come in the category of Green Coal having high Ash % but quite low % of Sulphur ( 0.2% to 1% max) & European countries coals contains 3-5% Sulpher leads to very high So2 emissions which must be have controlled but

Premature issue of notification & implementation of forceful retrofitting of these Pollution control equipment in all 600+ TPPs has opened up great fortune for the middle man's as large no of tenders being issued by TPPs IPPs & Pvt Producers, despite of poor supply chains

As per initial assessment nearly $20Billions outflow of Indian money 🤑 was expected & this outflow was great opportunity for many local players(L&T,Power Mech,Thermax, Techno Electric, BHEL, B&R Etc) but COVID-19 played a spoiler as supply chains crashed 😞 & cost shoot

11/N 🧵 up rapidly & prices of Steel & other imported items led to double/triple cost of installation of FGD system.
✓ Electricity prices increased by 30P-80P/Unit as FGD cost escalate from Rs35Lc/MW to 1.2Cr/MW.
Even at this higher prices contractors couldn't complete the work.

~11 of NTPC TPPs installed FGD till now but actual improvement in the Air Quality(PM2.5) was very little & more analysis suggests that FGD system leads to increased Carbon footprint by increasing Co2 emissions as CaCo3(Limestone)is used for So2 removal from Flue Gas.

Recent Analysis by IIT Delhi & CPRI has shown that it is needless to install FGD system in TPPS situated beyond 10Km from populated areas.
Till now d 300+Tenders were issued by NTPC,CPSE,State Electricity Board's & 100+ contracts were awarded to various EPC Companies.

✓But Pvt Producers like Adani Ambani,Jindal & other' kept sitting on the fence,& mostly avoided awarding contact for implementation of retrofitting of FGD system in their TPPS.
So M0DI Govt taking U-Turn has done little bit

15)N 🧵 impacts for them but CPSEs,NTPC & State Gencos are going to face multiple litigation in future due to pre force closure of running contracts & partial installation works/incomplete works at their plants will ultimately disturb their financial health

This U-turn in a large policy matter by Modi Govt is not the first one not D last.
In 11yrs V have already seen multiple U-Turn by ModiGovt which is quite alarming & it's time for the people to understand his incapable nature & come forward to expose his incompetence.

Let me tell you that at the initial stages State Govts opposed implementation of retrofitting of FGD system in state Gencos,voices were raised by Bengal, CG & Punjab against this draconian notifications by MOEF & an analysis report

19/ In 2020 by Punjab CM Captain Amrinder Singh was sent to PMO for rethinking about the installation of these equipment & formal studies needs to be conducted based on geographical area of TPPs but being a Congress ruled states CM, his suggestion & studies were thrown in dustbin
