I think there are only a couple of possibilities.
1) It's a photo op. A stunt of some sort.
2) Because she wanted to personally be there as evidence was secured.

We can easily dismiss almost entirely option 1), as Tulsi didn't pose for pics, brief the press, put out a statement, or in any way overtly make her presence known to the public. The few images we have of her come off as photographers happening to spot her rather than her insisting upon being noticed.

So that leaves option 2), and if that is the case, then it would not be curiosity that brought her there—it would be confirmation.
The desire to confirm with her own eyes the intelligence she was coordinating between her office and other IC stakeholders. The need to see the expected evidence secured and engage with the team securing it.
