No, the Europeans did not agree to help the USA in advance, though they have been informed regularly for months about all negotiations and plans.

But, the fact is that any such law would both be vetoed by the President and be unconstitutional.
Why should this worry Americans?

1. Because we are seeing congressmen and senators, most of whom are lawyers, advocating a law that violates the Constitution. One might hope that lawyers would know the law and follow the law, and when they do not, one must question their knowledge and expertise.

Perhaps they should be suspended from law practice if they do not understand the Constitution to which they swore their loyalty in an oath.
