It's a well-known fact, agreed upon by both Republicans and Democrats, that US fracking and US oil production threatens the Russian gas industry and Russia influence. 
Under threat of loss of money and influence, Russian funneled $95 million to European NGOs to persuade the EU to end shale gas exploration.

One 2016 report details how the Russian financing operates: shell companies are established in tax havens, which then send money to the EU; or, money is laundered through “gambling houses or restaurants.”
Russia's use of NGOs to promote Russian interests really started to pick up steam in the mid-2000s.
In fact, most Russian NGOs were created from 2006-2011, in response to western NGOs influencing elections and policies in former Soviet states.
Russia also laundered millions of dollars thru shell companies to US non-profits who fought climate change, fracking and pipelines. Some anti-pipeline groups had unsavory connections with "top Russian officials"
