Very practical explanation on NPR and nationwide NRC by @ArvindKejriwal

If a Non Muslim is out of NRC, to get protection under CAA they may have to swear that they are either from Pakistan, Afghanistan or Bangladesh.

Citizenship at the cost of dignity and your entire history.
Most Bengali Hindus excluded from Assam NRC are Indian citizens. They will get protection under CAA by swearing that they are from Bangladesh and came to India before 31.12.2014.

Yes, Rules not framed yet. May be because even the Govt has no idea how to implement CAA.
NRC is not in the intrest of the country. Period!

NPR is the first step for NRC. Information collected during NPR will be used for NRC.

This is what 2003 Citizenship Rules and the Annual Report 2018-2019 Home Ministry says.

There is NO provision to mark any person as "DOUBTFUL" in NPR, nor docs will be collected during NPR. Data from docs will be collected.

BUT when NRC is notified, Jr. Level Executive Officer can mark any person as "DOUBTFUL CITIZEN"

NRC is just a notification away from NPR
Embarrassing to repeat same thing time and again.

BUT when misinformation is repeated 100 times, FACTS must be repeated 1000 times.

It says "TILL NOW, the government has not taken any decision"

Legal foundation of NRIC is Sec 14A of the CitizenshipAct & Citizenship Rules 2003

Govt can anytime notify implementation of NRC

NPR will start from 1st April

Just a matter of notification to convert NPR into NRC
NPR is the foundation of NRC

NPR has been notified, Cabinet approved Rs 3,941 crore for NPR

Collection of data for NPR will start from 1st April.

It will just need a notification to convert NPR into NRC.
Once NRC is notified,Jr level executive officer wl hv power to verify all data &info collected during NPR, prepare a list of "Doubtful citizens" & issue them notice to prove citizenship

NOT wrong to say they are building the foundatn for NRC

NRC work wl start from 1stApril

THE worst decision of Supreme Court in 2019 was NOT taking NRC to its logical conclusion. Modus operandi of SC was to complete NRC in timebound manner

BUT after Final List,SC didn't set any time frame to issue National ID card to includes & rejection order to19L excludes
NRC excludes are living in uncertainty. Almost every1 hav docs, they want to challenge rejection order to clear thr names. But even after 5months NO reasons hav been given to them explaining their exclusion. They are forced to live with stigma where their CITIZENSHIP IS UNCERTAIN
Hon'ble Supreme Court is responsible for this uncertainty. So much hurry to publish the Final list, what happened after publication? The excluded people deserves Justice..

Justice delayed is Justice denied!

Only birth certificate can prove BORN IN INDIA (Sec 3 CA, 1955)

But RBD Act came only in 1969, even after that majority don't have birth certificate, How do you prove BORN in India ?

Educational certificate don't prove BORN in India but can prove linkage with parents.
Alternative to prove ancestry if not by birth- Article 5 Constitution of India. Eg- You/father/grandfather need to submit docs prior to 26th January 1950 and establish linkage with that doc by ( any voter list, educational certificate, land docs/ any docs issued by govt etc)

NPR wl collect ONLY info/particulars abt you&family. NO documents

Acc to CitizenshipRules,2003, particulars collected during NPR wl be verified/scrutinized by Local Registrar who can mark anyone as DOUBTFUL CITIZEN even B4 checking docs

You wl be informed only after verificatn
NPR might not make any list of doubtful. BUT NRC will make, based on information collected during NPR

The existing Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003 is draconian. This is more dangerous than POTA and UAPA
If Local Registrar can doubt your citizenship only based on information/particulars collected during NPR &

IF any person any file objection against your citizenship. 2003 Rules is indeed dangerous than POTA & UAPA

No cause of action was required to file objection in Assam NRC

I hope this govt realize that nationwide NRC is NOT an option. You can't ask entire nation to queue up to prove citizenship. Unimaginable harassment apart, There is NOTHING more humiliating than to be asked to prove citizenship in your own country.
You must have heard many stories of harassment and even suicide because of NRC. Let me tell you how people felt humiliated in the NRC exercise in Assam

After the final Draft of NRC was published, 40 lacs excluded people were asked to submit their biometric details
I got a call from a 77 years old Bengali Hindu Retd Mathematics professor. (He spoke polished English, later when I met him I got to know he is a voracious reader.)

He called me in choked voice and asked if I could help him as he don't want to submit his biometrics.

Even Preamble of our Constitution promises "Dignity of Individuals"

FORGET about Right to live with dignity, Falu Das was not even allowed to die with dignity

This comes after a week of death of Dulal Chandra Paul, who also died in detention. His family accepted his body after a week.…
In the last 3 years 26 detainess died in various detention centres of Assam. They are not entitled to parole, but after death the body is handed over to Indian family.
