This affects me personally.
The CSI rule dates to 2004.
I moved to the UK in 1988.
Depending on how you interpret rules at the time & how you calculate times of absence, I acquired permanent residence & with it the right to citizenship, in 1993, 1996 or at the latest 1999. 1/7
While I was a student, I had private medical insurance in Germany until my father's death in 2000. At that time there was no such thing as an immigration status for EU citizens. I married a Brit in 2003 & considered British citizenship, but Germany did not allow dual then.
