Grades?
Test scores?
AOA membership?
Prestige of training program?
# of NIH grants?

Try this: define merit based on what you want them to achieve. 2/
ie, fill in this blank:
“Our mission is to recruit students/residents/fellows/faculty who will be the very best at ______________________.”

Whatever goes in the blank, look for potential to achieve greatness in that thing based on the candidate’s achievements, interview, etc.

When you learn that they are abusing illegal substances, don’t just note it and move on. Say “Because we care about you, I have to tell you that you are harming yourself. How can we help you stop?” Then put their response in your note.
