The denial of agency aspect has been really bothering me in recent discussions of whether Russia's actions are "about NATO," suggesting somehow that Russia has a *right* to not just pout but act aggressively b/c NATO is "enlarging to its borders." 1/
Post-Soviet/Socialist nations are not just Russia's "backyard" or "sphere of influence" or whatever. One might find many a fault w/ NATO, but the countries have a right to choose which alliances they want to join. And having a neighbor invade you is *not* a fair price to pay. 2/

So what's the deal with competing safeguards resolutions at #IAEAGC? Late last week, Russia presented text almost identical to that of the EU who traditionally table the safeguards resolution, with two key differences. (thread)
RUS again takes aim at the state level concept/approach, so its draft requests #IAEA DG to submit another report on the SLC for the Board's review & action. In the meantime, IAEA should suspend SLA implementation for "other states."
