This is Reverend Simon Lokodo, a parliamentarian, and –risibly – since 2011 is Minister for "Ethics & Integrity" in Uganda's repressive, conservative government.

He is YET AGAIN trying to push a brand new "kill-the-gays" bill in Uganda. amnesty.org/en/latest/news… Image Attacks on gay men and women have continued in the years since the first "kill-the-gays" bill, including multiple murders.
