2/31 The response of both organisations was far worse than I could have imagined. Disingenuous and deceitful behaviour is routine. It is hard not to conclude that they are lazy, incompetent, cowardly, partial and institutionally corrupt. They appear to be broken institutions.

1/5 We have passed the 6 month anniversary of this government’s election victory without a self-congratulatory fanfare of trumpets. Does this mean:
- There are limits to their self-delusion and shamelessness?
- Even they won’t attempt to polish this particular turd? #NotMovingOn2/5 In the last 6 months, they have caused thousands of preventable deaths due to their:
- Negligence in preparing for a pandemic when the risks were clear
- Incompetence and corruption in the procurement of PPE, testing and contact tracing capabilities
Here are some thoughts on how to encourage people to exercise their #civicduty and engage with Track and Trace. The over-riding principle is that the government must first exercise its own #civicduty to people. More specifically:

1/5 Re Matt Hancock’s exhortation that it is our #civicduty to engage with Test and Trace.
I would happily engage, but unfortunately I have lost all trust in and respect for this government.
Therefore, it cannot reasonably expect my co-operation.
2/5 It is like the fiduciary duty of an employee to an employer.
If the employee clearly fails to show loyalty to the employer, they can be legally dismissed.
In this case, the government has failed in its duty to safeguard its citizens.
