ایسا کیوں ہے کہ قوم کو "حب الوطنی" اور "قومی مفاد" کے پاٹ پڑھانے والے اپنی بیوی بچوں سمیت ان ملکوں میں جاکر آباد ہوجاتے ہیں جہاں عوامی فلاح و بہود کا تصور رائج ہے؟ ریاستیں عوام کے لیے بنتی ہیں مگر ترقی پزیر ممالک کے عوام کو یہ ذہن نشین کرایا جاتا ہے کہ وہ ریاست کے لیے پیدا ہوئے ہیں۔ اس لیے ان کو بہرحال قربان ہونا ہے۔ ایسا نہیں ہے کہ فلاحی ریاستوں کے عوام میں حب الوطنی کے جذبات نہیں ہوتے۔ یہ اوونرشپ کے ذریعے خود بخود آتے ہیں
