The sizable outflow of foreign fighters and support to #Ukraine will attract many with humanitarian intentions, with & without military experience or IHL training. Most will be lawful but there could be risks of getting entangled with domestic counterterrorism laws and measures
UN Security Council resolutions 2178 and 2396 address states' obligations regarding foreign terrorist fighters (FTFs), though in relation to an internationally designated terrorist group (ISIS): unscr.com/en/resolutions… In some cases however domestic measures may apply to others.
