🧵 Building the capacity of the state is very important. But we must clarify what this means (hint: it does NOT mean "training"). And the state still needs to partner effectively with non-government actors to deliver public services. But who should it partner with? And how? (1/n)
These Qs must be embedded in a solid understanding of the state's capacity constraints. Take the India example - using Lant Pritchett's "flailing state" conception, much of the challenge lies in frontline delivery, especially for *complex* sectors like education & health (2/n)

1) A lot of our heroes will fall from grace - accept it. Don’t get defensive on their behalf. And don’t pick and choose which allegations you want believe based on how much you like/admire the accused [2/n]
